If our justice systems handed out some disturbingly harsh consequences for criminals, made people fear the consequences of breaking the law, our crime problem would drastically decline. The car is still at fault but the couple is the one that suffers. If they had been walking safely , this likely would not have happened. FLASHING RED HAND MEANS WAIT!
the first one was definitely on purpose and the pedestrians even at 5 secs left still have plenty of time as when the timer goes to flashing stop sign, you still got an extra 10 to as much 20 secs to finish crossing before the green light to your sides lit up.
