I live about 5 minutes away, and was actually at Springfield mall when this happened. I'm glad I parked in the garage, the people who parked in that lot were police tapped in for hours.
We'll never know for sure, but I bet he saw the cop parked behind him and was worried that the cops had installed a tracker on his car. To me, it looked like he was looking in the wheel wells for some form of GPS tracker.
