There must be a reason for holding the police accountable, it's too bad you chose not to include it. These are cowboys, heroes, badasses…criminals. Keep up the "ammo panic" approach. No one needs law or order.
4:23 John, you mixed up here a little bit. It is not like "the cops are presumed to be guilty" here, in Brazil the burden of proof works just like it is in the US. But the cops here are often found to be guilty when a shootout breaks like this one (and we're living a social "witch-hunt" against violent police officers), also the lawsuit is a pain in the ass, so the dude in the video probably doesn't want to run the risk of having to explain his actions or having his performance evaluated – after all there was no harm done and the perps surely won't go to the police to complain about the victim who reacted when they tried to commit the crime. Of course, our police isn't a corporation full of saints… In my state, São Paulo, a significant fraction of the policemen is voicing against the adoption of the badge cam (which is being discussed and slowly starting to be tested). Should I tell you why they don't want cameras in their chests? Perhaps for the same reason some of them get involved in shootings when off duty and don't report to authorities… I'd love to know what the cop of the video did with the motorcycle (which I bet was stolen by the perps hours or days before the moment captured in video)
The inquisitorial system of Brazil where you are presumed guilty is for real and I was taught that in law school. That is why preserving the US Constitution is such a big deal.

While I agree that shooting while running is a bad idea, an alternative theory could be that the puff of dirt was from the driver's shot, probably with the gun pointed behind his back as he was running away. This would also explain why he shot at that point in time. We have seen a number of videos where bad guys point the gun behind them and shoot wildly as they run away.
