Cooper's 4 rules are the law. The first rule is all that is necessary though, the rest are redundant. "All guns are always loaded. Even if they are not, treat them as if they are."

It's amazing how people can watch the same video, and selectively see different things, leading to divergent interpretations of what "actually" happened. In reality, "believing is seeing." It's crazy how people think that just because some one is a LEO, that they must be super qualified in using a handgun. A LOT of LEO officers are some of the worst shooters, I'm an instructor, competition shooter, and and one of the board member at a range called NTSA (in Sanger, TX). Now I do A LOT of LEO qualifications and man, some of these LEO shouldn't be LEO, I've had to fail hundreds of Cadets and current LEO who are in a department cause they couldn't stay on target at 5 yards or have good firearm safety.
It's sad that once you become a LEO here in Texas, you aren't forced to qualify every month, instead it's either one time a year, or once every 2 years. So next time you see a LEO, don't automatically assume he is a well trained person.
