I disagree. Shoot the damn perp, he is not stealing flowers but vehicle that well enough can become tool for destruction or killing. What if he suddenly wanted to drive through windows into dealership? There were such precedents. What if perp suddenly decided to run somebody off with his brand new acquired Volvo? If I had a gun and saw him run some people I'd feel really guilty not shooting this sucker cold dead. Let's not tackle morality with people that do not possess one. It's property however when someone like that steals it it becomes a weapon. If you're kid's were in the car driving down the crossroad, would you then pull the trigger? These are the attitudes these criminals feed on " he's driving away so there is nothing I can do"
Why don't we all do the opposite of cancel culture, email Volvo commending the employee and saying that you feel much safer shopping at the dealership knowing that Volvo allows employees to carry.

I was wondering about the legality. Most people shooting at a car robber fleeing end up in jail instead. Hard to tell in the moment.
