The best thing you can do in this case is to memorize the license plate. Thr cops will trace the owner and find the criminals. Cases I have dealt, some cars are not stolen cars. They actually borrowed it from a friend, imagine using a car to get a cellphone. The owner will say who was using the car in the said date and time and bang you got your criminals. I had one oe who was an uber driver, when we found the owner we found our guy
Depending on where in the world this took place, if the guy had ran they would have probably either chased him down and shot him or just shot him from where they were standing. I think he did the right thing.
