Our prisons are not full. Not even close. New jail and prison construction has been almost zero for the past 6-7 years. The last new facility I built is still sitting at 20% capacity 8 years after opening. 3/4 of the housing units are completely empty. Jails are over populated but prisons are dropping fast in population. The year and a day clause needs to be addressed imop. Most jails are luxury vacations with big screen tvs and a DVRV system that plays just about any movie you can think of at request to the control room. Even movies still in theaters. Juvenile centers are damn near YMCA centers with typically only two guards on station per 60 or so minors. Even then the rules are very strict for what a guard can and can't do in those facilities. Some of the above varies state to state county to county but is for the most part very accurate. Most places have zero "rehabilitation" facilities. It's an issue of politics and political correctness at its upper most levels. Even in a juvenile facility there is nothing being implemented in a manor to promote education and societal values anymore. It's serve your time and get released. Even worse in adult facilities. Statistics show that the majority of crimes are a result of values, morality and education. We used to use inmates as an almost free labor force to produce things. Those times are long gone. Now when a person is released for time served they renter society as the same person that entered only worse cause they have less skills and social abilities then the populous. With employment the way it is no one will even entertain hiring a person with any sort of record. End result they are forced to revert back the the very things that got them locked up in the first place in order to provided some sort of income for themselves or others. The entire correctional system is broken to the point where the biggest offenders are many times the guards themselves. They end up becoming the same people they are around as most people do. "You are who you associate with" mentality. Hell we don't even stamp license plates in prisons anymore. Usually about the extent of interaction Is washing staff members cars.

The only way to fix things is to create horrible living conditions like a prison or jail should have while promoting a vocational program where people can learn a skilled or semi skilled trade that when released is useful to the real world. A few more guards and put inmates to work doing things that has illegal immigrants flooding the boarders to do. Fixes both issues at the same time. Allow them to actually earn some money so they are released they are not flat broke while at the same time paying for most of the expense of housing them. Last I checked it cost tax payers 38k and change per inmate per year. Some people are just bad people and there is nothing that can be done to change that. Many just made a bad decision at a bad time. We are all one mistake away from becoming inmates at a facility somewhere.

I worked in a Juvenile correctional center, and several adult prisons. The Juveniles were the worst, out of control, no conscience, immature, killing other people was a joke to them, or beating, mugging, robbing, it was all a joke to them, and most of the offenders I worked around graduated to the adult system…
