How is a mental case supposed to respond to an officer repetitively asking "can I help you"?. Also, I don't have a problem with police asking why he moved the cones. Moving the cones may not be illegal, but it's kinda strange. Criminals feel entitled to do whatever they want. I don't mind that they got this guy off the streets, I've been pulled over for less.

This looks like a potential law suit. There was no evidence of a crime and no reason for the officer to detain or go hands on with this guy.

Why is he recharge for resisting arrest when the officer did not tell him that he was being arrested or he was being detained before he started to put his hands and im should be charged for assault the first thing should declare what he's charging him for if he's been detained before he put his hands on him

Well I certainly get what you are saying about professionalism and being in good shape (As for "Fat Guys" I would venture to say that if this officer was the fighter Butter Bean, it would have been over in a second and if you two were to come up against the formidable fighter, neither of you would survive. Enough said about "Fat Guys". This officer was inept and totally unrepaired for a physical confrontation no doubt. He did not have a plan or the knowledge to adapted to the situation effectively. Sadly he will not be the last. I have know officers that were in top physical shape that came out on the loosing end of confrontations. I do agree that officers need to be proficient in all tactics in dealing with the public from de-escalation to lethal force. Not all officers or as effective and conditioned as the imaginary "Dirty Harry", never saw Clint in a actual fight either. Now I'm not a seasoned Police Explorer, just a retired LEO but my guess is the induvial that first came to assist had some type of police experience and appeared far more competent than the initiating officer from the start. In the situations that a lot of departments find themselves in today, that being understaffed, many are utilizing officers that have not been on the streets in some time (Desk-Jockeys). They are having to do this because fewer and fewer people want to be put in the indefensible positions of being a police officer today and they need bodies on the streets to answer calls for service. The attitude of a lot of American citizens today is that police work should always be perfect, error proof and sanitized, that's not realistic. Some police work is dirty, brutal and errors sometimes are made. Name one other profession that is being held to the same scrutiny as police work? All professions have failures, corruption and morons simply because humans are involved.
