Maybe emphasizing the SDF's work in disaster relief, it's opportunities for foreign language learning, and increasing the pay will help. Also, establishing a foreign legion with the promise of Japanese citizenship after service like France did would help too I think.

I suggest that Japan's SDF should try the approach of France and UK where they recruit some foreign nationals for a fixed term contract to serve in their military. France has French Foreign Legion and UK has Brigade of Gurkhas. Japan may consider recruiting a small number of foreign nationals from friendly countries for a 5 or 10 year contract to serve in SDF.
