While the job market in Japan is currently said to favor candidates over employers, the Self-Defense Forces is struggling to recruit new members as the central government is making moves to improve the treatment of SDF personnel.

Maybe emphasizing the SDF's work in disaster relief, it's opportunities for foreign language learning, and increasing the pay will help. Also, establishing a foreign legion with the promise of Japanese citizenship after service like France did would help too I think.
I suggest that Japan's SDF should try the approach of France and UK where they recruit some foreign nationals for a fixed term contract to serve in their military. France has French Foreign Legion and UK has Brigade of Gurkhas. Japan may consider recruiting a small number of foreign nationals from friendly countries for a 5 or 10 year contract to serve in SDF.
