In my world you are automatically a threat if you have a hoodie or big coat, look ghetto, have no good reason to be where you currently are, or if you show ANY type of interest in me. Obviously I cant be assaulting people on a whim, but I will deploy tactics that completely disrupt whatever the person thought they had going. Usually this has to do with spacing and distance, or not letting the dialogue they are hoping to have develop any further.
